Diesel og diesel, fru Blom

Den stolte tyske bilindustrien har fått et særdeles, og velfortjent, dårlig rykte etter alle avgass-skandalene og lureriet. Og på grunn av uvilligheten til å ta problemet på alvor og gjøre avbikt. Hoder har rullet, men ikke på langt nær mange nok. De nye lederne, for eksempel Matthias Müller i Volkswagen, er like uvillige til å tenke nytt og til å innse størrelsen på problemet. For etter hvert dreier det seg ikke bare om lureri med måling av dieselavgasser, hvor for øvrig alle de store er like ”gode” – VW, Daimler, BMW, Opel, og sikkert også mange andre og ikke-tyske, som Fiat (som representerer 35% av bilparken i Tyskland). Det dreier seg om luftforurensing og store problemer i de store byene hver vinter, når de fine, nye dieselmotorene altså ikke holder det testen på ”sommerføre” i verkstedet lovet. For ikke å snakke om de gamle, svært NOx-forurensende dieselmotorene. Tysklands bilpark begynner å eldes, så det er mange nok av dem på veien fortsatt. De nye dieselmotorene, betegnet som Euro 5 og 6, er de det først og fremst har dreid seg om på det nylig avholdte diesel-toppmøtet i Berlin. Hvor det ble skralt med resultater.

Diesel-Gipfel

Dette toppmøtet er nettopp avsluttet (i skrivende stund er det 6 august 2017), med alle de store bilfabrikantene, altså VW, BMW og Daimler, til stede samt alt som teller innen politikken og næringsorganisasjonene. Bare Merkel manglet. Hun føler seg så sikker på valgseier i september at hun bare sendte statssekretæren. Heller ikke Martin Schulz, lederen for det andre store partiet, SPD, og kanslerkandidat, var der fordi han jo ikke har noen rolle i regjeringen eller statsapparatet. På kommentarplass kaller Berliner Zeitung disse representantene for politikken, økonomien og bilorganisasjonene for et kartell av ignorering, taushet og neddyssing.

Bilprodusentene, eller billobbien, som de kalles, føler seg under press nå fordi det trues med at det må innføres dieselforbud i de store byene til vinteren. Disse har lenge hatt NOx-verdier langt over tillatte EU-normer om vinteren. Det har vært mest snakk til nå, men nå innser både delstatsregjeringer og forbundsregjeringen at noe må gjøres. Hvis ikke en sterk forbedring skjer fort, vil dieselbiler som ikke har den helt nyeste teknologien, måtte trekkes ut av trafikken i de mest forurensede byene, Berlin blant dem, til vinteren. Og det sitter langt, langt inne i dette bilproduserende og bilelskende landet å gjøre det. Det er aller siste utvei.

Men Stuttgart har allerede bestemt at så må skje fra og med 1 januar 2018 hvis altså ikke alle dieselbiler har blitt ”renset” innen da. De har gått rettens vei for å få vite om de har lov til å nekte noen av bilene å kjøre i byen til bestemte tider. Da søksmålet ble besvart med ja, var saken klar. Også Berlin føler seg forpliktet til å gjøre det samme. Og dermed var presset på billobbien tilstrekkelig til at de måtte reagere.

Hva ble resultatet?

Ikke det at billobbien har kommet noen i møte eller at de gir ved dørene. På ingen måte. De sitter på sin høye hest til dommedag – og den kommer nok. Det som er lovet, kan kalles kosmetiske forbedringer, eller som Berliner Zeitung sier: placebo.

De nyere dieselmotorene, klasse Euro 5 og 6, skal oppgraderes via et dataprogram slik at de holder de verdiene som kreves. Dette skal fabrikantene selv betale. Det er alt. De hevder at dette tiltaket skal senke NOx-verdiene i de belastede byene med 30%. Latterlig, sier miljøorganisasjoner og –forskere. I høyden 3% reduksjon vil oppnås. Altså kosmetisk.

Samferdselsministeren, Dobrindt, er fra partiet CSU, CDUs svært konservative samarbeidspartner fra Bayern. Han sier seg tilfreds med resultatet. Men Bayern er en av de viktigste bilprodusentdelstatene og Dobrindt er helt i lomma på bilprodusentene. Mot seg har han regjeringskollegaen Hendricks fra SPD, hun er miljøminister. Hun, og mange medier, har krevet at de eldre modellene, altså de før klasse 5 og 6, må ut av trafikken fullt og helt. Enten må motorene bygges om slik at de holder nyeste standard. En ombygning som vil koste 10-15 000 kroner per bil. Dette må produsentene betale for, krever miljøministeren. Ikke tale om, sier Matthias Müller, sjef for VW. Det billobbien er villig til å gi, er software-oppgraderingen, ikke en tøddel mer.

Mediene har også slått frempå med forslag om at det må gis en så heftig vrakpant for de gamle dieselbilene at eierne er villig til å skrote dem. Eller at det gis en stor rabatt ved innbytte i en hybrid- eller elbil. Bilprodusentene tilbyr da også rabatt ved innbytte av gamle dieselmodeller, enten i en ny dieselmodell eller i el- eller hybridbil. De tilbyr ca 20 000 kroner og mener det er et godt tilbud. Latterlig! – raser media. En slik rabatt får man uansett ved innbytte i ny modell. Bayerns regjeringssjef Horst Seehofer (CSU) var derimot svært tilfreds.

Både miljøorganisasjoner og bilorganisasjoner, som ADAC, er svært skuffet over resultatet og kaller forbundsregjeringen en slave av bilindustrien. Greenpeace demonstrerte ved å henge opp et stort banner på Samferdselsministeriet og møtet ble flyttet til Finansministeriet ”av sikkerhetsgrunner”.

For en retoriker som meg er det vidunderlig å se hvordan Greenpeace takler det språklige – kommentaren deres til dieselmøtet er i ypperlig retorisk ånd med anvendelse av retorisk allusjon.

Hvorfor ikke elbil?

De tyske bilprodusentene lager nå svært gode elbiler. Hvorfor kan de ikke gå over til hovedsakelig slik produksjon? Og hvorfor fremmer ikke forbundsregjering og delstatsregjeringer en økning i elbilbruk? Det finnes knapt insentiver og svært lite infrastruktur. Svaret er igjen – under taushet og hemmeligholdelse – at det vil ikke bilindustrien for noen pris. Det trengs nemlig langt mindre arbeidskraft til å produsere elbiler. Heller ikke politikerne i det stolte ingeniørlandet Tyskland tør å tenke slike tanker. Da vil det jo ikke trenges maskiningeniører lenger, bare programmerere!

Men medier som Die Zeit etterlyser likevel en helt ny bilpolitikk. Ingeniørenes land må tenke nytt, må både utvikle de beste e-, hybrid- og gassdrevne bilene og dessuten gjøre god butikk ut av det. Selvdrevne biler og busser – en selvdreven minibuss prøves for øvrig ut for tiden på et lukket område ved sykehuset Charité – hører med i bildet, og programutviklerne må bli en selvfølgelig del av bilutviklingen på linje med nåtidens ingeniører. Riktignok er billobbien alltid raskt ute med undergangsadvarsler når de blir utfordret av ny teknikk og lovgivning, legger Die Zeit til, men hver gang har bilindustrien kommet sterkere ut av krisen. Altså på tide å begynne helt på nytt 130 år etter at bilen ble født.
